دستمزد‌های فعلی به ندرت توانایی پوشش هزینه‌های اساسی مانند مسکن، مواد غذایی، بهداشت و آموزش را برای کارگران دارند. این امر به افزایش چشمگیر قیمت‌ها در سال‌های اخیر، و به‌ویژه افزایش هزینه‌های مسکن و مواد غذایی، مربوط می‌شود. بسیاری از کارگران نمی‌توانند با دستمزد فعلی خود هزینه‌های زندگی خود را تأمین کنند، به همین جهت، برای تامین نیاز‌های اساسی خود مجبور به کاهش سطح زندگی یا حتی وارد شدن به بدهی‌های بلندمدت شده‌اند.

دولت مکلف است که الزام‌های مربوط به دستمزد کارگران را به‌تدریج مورد بررسی قرار دهد و برای رفع مشکل کمبود قدرت خرید کارگران، برنامه‌های مقابله‌ای را به عرض کارگران برساند. کارشناسان اقتصادی معتقدند که افزایش نرخ تورم در سال‌های اخیر، در مقایسه با افزایش دستمزدها، فاصله زیادی پیدا کرده است. این وضعیت باعث کاهش چشمگیر قدرت خرید کارگران شده است و بسیاری از آنان برای تامین نیاز‌های اساسی خود مجبور به کاهش سطح زندگی یا وارد شدن به بدهی‌های بلندمدت شده‌اند.

Mohammad Reza Tajik، نماینده کارگران در شورای عالی کار، ضمن اشاره به الزام‌های قانونی، اضافه کرد که لازم است موارد مربوط به سبد زندگی تکذیب شود. وی اضافه کرد که هزینه زندگی برای یک خانوار 3 نفره در دی ماه 1403 حدود 23 میلیون تومان است. هنگامی که این الزام اعمال شود، تورم نیز در این نظر لحاظ شده است. نماینده کارگران در شورای عالی کار همچنین اضافه کرد که معمولاً شرکای اجتماعی کارگران اعلام می‌کنند که یکباره نمی‌توانند هزینه زندگی یعنی 23 میلیون و 440 هزار تومان را پرداخت کنند.
